Yes, the photo-signature tool is not a "digital signature." A "digital signature" is a specific term for a method of authenticating online documents. It's not an actual signature and no state allows them to be used for signing voter documents.
VoteFromAbroad.org's (VFA) photo-signature tool provides you with a photograph of your actual (or "wet") signature so you can sign and submit your completed Federal Post Card Application (FPCA) without the need to print it out.
Typically, when you transmit a signed document by email, you need to print the document, sign it, then take a photograph of the signed document to upload it and send it as an email attachment.
With VFA's photo-signature tool, you go through the same steps but in a different order. You write out your signature, take a photograph of your signature to upload it to your FPCA form, then send in the signed FPCA to your election office as an email attachment.
