Your State RulesFAQs

4. I received my ballot by email but I'm having trouble downloading it.

If you're having trouble downloading your ballot:

1 Make sure it's not an issue with your computer. Try refreshing the page. And if that doesn't work, try rebooting your computer.

2. Try using a different browser. Some websites work better with Chrome, Firefox, Edge, or other browsers.

3. If you can't locate the ballot after downloading, use your computer's search function to look for a "downloads" folder. Your computer may have a default folder for downloaded documents.

4. If you aren't able to access the state website to download your ballot (for example, the website won't load), you may need to use a Virtual Private Network (VPN). Some states block traffic from outside the US as a security measure, but inadvertently block US citizens seeking their voting information. A VPN may allow you to access your ballot safely. (For more information about using a VPN, see: "How do I use a VPN to access US websites that are blocked from my location?")

SPECIAL FOR PENNSYLVANIA VOTERS: If you vote in Pennsylvania, we have special instructions for downloading your ballot. Please click here (scroll down to "Ballot Return Information for Pennsylvania").
